Proforma Packing List: Format and When You Need One

When buyers ask for a proforma packing list, what each document is for, and how to keep early quotes consistent with later shipment docs.

Search queries like proforma packing list usually mean one of two things: a packing list issued at quote stage with a proforma invoice, or confusion between pricing documents and packing documents. Exporters need a clear rule for when both appear.

What the Proforma Invoice Is For

A proforma invoice is a preliminary quote — used for import licences, LC applications, or buyer approval. It is not the final commercial invoice for customs clearance. Details: proforma invoice guide.

What the Packing List Is For

A packing list describes packages, weights, and marks. It usually has no prices. Buyers and forwarders use it to plan receiving and freight. See how to prepare a packing list.

Proforma Packing List Format

A proforma (or preliminary) packing list uses the same layout as a final export packing list. The difference is that the figures are estimates, and the document says so.

  • Title clearly marked "Proforma Packing List" or "Preliminary Packing List".
  • References: its own number and date, plus the proforma invoice number it belongs to.
  • Parties: exporter, consignee and notify party, matching the proforma invoice.
  • Planned shipment: port of loading and discharge, expected shipment period, and FCL or LCL if known.
  • Package lines: description and quantity (same wording as the proforma invoice), estimated number and type of packages, quantity per package.
  • Estimated weights and volume: net and gross weight and dimensions or CBM, with totals.
  • No prices — value stays on the proforma invoice.
  • A note such as "Estimated — final packing list to follow on shipment".

Start from the free export packing list format and change the title and the estimate note.

When You Need Both Early

  • The buyer needs estimated carton counts to book a container while approving price on the proforma.
  • An LC application pack asks for a proforma plus a preliminary packing list.
  • The importer's licence process wants both value and physical shipment outline.

How to Keep Them Consistent

Use the same product descriptions and quantities on the proforma and any early packing list. When the shipment firms up, update both into the commercial invoice and final packing list — do not leave an old quote packing list in the bank set.

What Not to Do

  • Put unit prices on the packing list just because the buyer asked for a proforma packing list without clarifying — ask whether they need a proforma invoice, a packing list, or both.
  • Let the final commercial invoice diverge from the packing list after last-minute quantity changes.

Frequently Asked Questions

What is a proforma packing list?

Usually a packing list prepared at quotation stage alongside a proforma invoice, or a misnamed request for both documents. Clarify with the buyer which documents they need.

What is the format of a proforma packing list?

The same layout as an export packing list — parties, references, package lines, weights and CBM — titled "proforma" or "preliminary", linked to the proforma invoice number, with estimated figures and no prices.

Does a packing list replace a proforma invoice?

No. One states price and terms; the other states packing and weights. They complement each other.
